| 摘 要： | 环境污染与生态破坏越来越严重,环境资源法全面有效的实施是搞好环境保护走可持续发展道路的重要保障。环境行政执法是环境立法的实现和环境司法的前提,在环境行政管理中起着举足轻重的作用。然而环境行政执法体制存在诸多问题:缺乏一个负责统一管理的主管机构、权力配置不合理、执法能力和执法观念的缺失等。应从促进立法、加强管理体制、强化公众对环境行政的执法监督,加强环境教育,提高环境法律意识等方面加以完善。

| Abstract: | It becomes more and more serious of the environmental pollution and ecological damage.It is an important guarantee of the comprehensive and effective implementation on environmental resources law to improve environmental protection for the path of sustainable development.Environmental administrative law enforcement is the premise of the realization of environmental legislation and environmental justice,and plays an important role in the environmental administration.However,there are many problems of the environmental administrative law enforcement system: the lack of a competent authority responsible for the unified management;unreasonable power configure;the absence of the ability of law enforcement and law enforcement concept.Therefore,we should improve the above system from the following aspects of promoting legislation,strengthening the management system,strengthening the supervision of the enforcement for the public,strengthening the environmental education and raising the awareness of environmental laws. |
