| 摘 要： | 科学基础研究主要是由政府投资委托基金会(或其它类似功能机构)管理在大学进行的。提高基础研究水平是一个国家长久发展的保证,而提高基础研究项目的管理效率则是提高基础研究产出水平的重要条件。通过对中美支持基础研究的主要基金会的财政和项目监控体制进行探究,为支持我国基础研究的基金管理体制改进提出了一些建议。
