TC灾情评估分析及减灾对策

摘    要:对比分析0216号台风Sinlaku、9417号台风Fred、9909号热带风暴Wendy等20世纪90年代以来3个“著名”热带气旋(TC)对温州造成的灾情评估指数和灾情指数,发现:Sinlaku的灾情指数大大低于同样在温州登陆、同样时逢天文大潮、强度、路径相似、灾情评估指数相近的台风Fred的灾情指数,甚至明显低于灾情评估指数定义为中灾的9909号热带风暴Wendy。说明气象预报的准确及时与科学的防御减灾措施可以非常有效地降低自然灾害造成的经济损失及对社会发展的负面影响。文中提出了一些减灾对策,可供政府和有关部门参考。

Abstract:By the contrast and analysis of the damage index and the damage assessment index of famous Typhoon Sinlaku(0216),Typhoon Fred(9417) and Tropical Storm Wendy(9909)which have affected Wenzhou since the 1990s. Some results are found out: although they both met the chronometer spring tide and had similar intensity, route and the damage assessment index, the damage index of Typhoon Sinlaku is enormously lower than that of Typhoon Fred which also landed on Wenzhou, and even obviously lower than that of Tropical Storm Wendy which has defined as moderte disaster. The study shows that, based on the exact and timely weather forecast and scientific method of countermeasures of disaster control, the loss of economy and negative effect on development of society by natural disaster can be effectively reduced. Some countermeasures of disaster control, which could be referenced by the government and other relationl deparment are advanced.
