| 摘 要： | 水资源的系统性、完整性不会因人为的行政区划而改变,而水资源的强外部性与人为的行政区划又导致水资源管理的失灵,导致“公共用地的悲剧”。文章通过对跨行政区水污染的特征及管理的薄弱环节的分析,探讨建立跨行政区水污染合作防治的机制,以解决水资源的外部性与行政区划的矛盾。

| Abstract: | Although the water resource is a system of integrality and this attribute does not change with administrative areas,the strong externality of water resource along with the influences of different administrative areas' enviornmental activities may lead to water resource management failure and tragedy of public land.Having analyzed the characteristics of water pollution in trans-administrative areas and the weaknesses in pollution prevention and control management in the Yangtze River Delta,the paper discusses the establish ment of a cooperative mechanism of trans-administrative water pollution prevention and control in the Yangtze River Delta,which is interded to solve the conflicts between the externality of water resource and influences of trans-administrative areas' environmental activities. |
