| 摘 要： | 自有资金指学校根据有关财务管理的规定，按一定比较对院系、部门的创收经费提取上缴部分后，其余部分由院系、部门统筹安排、直接管理、自主使用的资金。强化自有资金管理，有助于堵塞漏洞，防止腐败；有助于资金的合理使用，保护和调动教职工创收的积极性；有助于净化学校风气，改善育人环境。

| Abstract: | The self owned funds herein refer to the money owned and managed by departments or schools under universities. The funds come from the proceeds left to departments or schools after the allocation between departments or schools and the university in certain proportion. The departments or schools are entitled to the fund on their own decision. Strengthening the management of the self owned funds will contribute to the justifiable use of the money, to the prevention of embezzlement and corruption as well as motivating faculties to make more proceeds for the departments or schools and creating a conductive environment for fostering talents. |
