| 摘 要： | 发展乡村图书馆对实施乡村振兴战略具有重要意义,新中国成立以来,中国乡村图书馆发展几经坎坷,经历了多轮“建设—衰落”的循环。进入新世纪后,国家从理论、制度和硬件三个方面推进乡村图书馆建设,但仍存在诸多问题。促进乡村图书馆参与乡村振兴战略,应加强政策创新,完善政策执行的体制机制;应强化乡村图书馆内涵建设,提高服务乡村振兴能力;应鼓励社会力量参与,创新社会力量参与模式;应发挥乡村居民主导作用,建立以农民需求为导向的参与机制。

| Abstract: | The development of rural libraries is of great significance to the implementation of the rural revitalization strategy.Since the founding of People’s Republic of China,the development of rural libraries in China has experienced ups and downs and multiple rounds of“construction-decline”cycles.After entering the new century,China has promoted the construction of rural libraries from three aspects:theory,system and hardware,but there are still many problems.To promote the participation of rural libraries in rural revitalization strategies,we should strengthen policy innovation and improve the system and mechanism for policy implementation;strengthen the connotation construction of rural libraries and improve the ability to serve rural revitalization;encourage the participation of social forces and innovate the participation model of social forces;and give play to the leading role of rural residents and establish a participation mechanism oriented to farmers’needs. |
