| 摘 要： | 突发事件中,网络舆情在为国家管理者决策提供参考依据的同时也存在引发社会问题的风险,如果引导不当将对社会公共安全形成较大威胁。本文研究突发事件中网络舆情的管控机制,针对同级管控部门中的任务分配,建立了基于负载均衡的突发事件舆情管控模型,并探索用粒子群算法对其进行求解。研究结果能为政府在突发事件中网络舆情的管控提供进一步理论支撑,其优势在突发事件爆发后大量消极网络舆情出现时得到更好的体现。 |

| Abstract: | Network opinions in emergencies can provide references for the administrative decision makers and at the same time may cause the risk of triggering social problems.Without proper guidance,it will generate great threat to the social public security.This paper studies the management and control mechanism of the Internet opinions under emergencies.In order to solve the problem of task assignment among the management departments of the same level,a control model of the network opinion of emergency events based on load balancing is proposed.The paper explores a solution method using the particle swarm optimization algorithm.The results can provide further theoretical support for government in the control of Internet public opinion under emergency situation.Its advantage can be amplified especially under the situation of large quantities of negative network opinions arising after some emergencies take place |
