基于WBS-RBS的网络信息采集著作权风险识别研究

摘    要:以网络信息采集划分的用户上传信息采集、与第三方机构合作信息采集、运营商独立信息采集3种形式为基础,把D.Hillson风险管理理论引入到网络信息资源风险识别领域,采用WBS-RBS耦合矩阵分析法,构造信息采集WBS,并依据侵权风险的种类构建著作权风险RBS。最后使用WBS-RBS方法对网络信息采集过程中的著作权侵权风险点进行识别,并用风险分类矩阵RBM进行风险点的量化、排序、比较、归类,科学准确地分析出网络信息采集著作权风险的特征。

Research on the Identification of Copyright Risk in Network Information Collection Based on WBS-RBS

Abstract:Based on the 3 forms of network information collection,that is,user uploading information collection,the third party agency cooperative information collection and the operators’ independent information collection,this paper introduces the theory of D.Hillson risk management into the risk identification field of network information resources,uses the WBS-RBS coupling matrix analysis method to construct information collection WBS,and constructs the copyright risk RBS in accordance with the types of copyright infringement risk.Finally,the paper uses the WBS-RBS method to identify the risk points of copyright infringement in the network information collection process,and uses the risk classification matrix RBM to quantify,sort,compare and classify the risk points,thus analyzing the characteristics of copyright risks in network information collection scientifically and accurately.
