| Abstract: | The development strategy of intellectual property rights in China demands great importance attached to the management of intellectual property rights of S&T achievements; however, the present administration system for S&T achievements lacks close correlation between the evaluation of S&T achievements and the intellectual property right protection and begets the intellectual property right out of protection during the course of evaluation of the S&T achievements. The most typical representation is that the number of patents dramatically lags behind the number of papers and achievements. In this study, we have pointed out the main problems during the present evaluation of S&T achievements and brought forward the countermeasures including establishment of evaluation mode of S&T achievements to reinforce intellectual property rights based on the analysis of main existing evaluation ways, i.e., appraisal of S&T achievements, international papers and patent authorization. |
