| 摘 要： | 在西方国家，教育券作为一种非传统的教育公共资助模式，其影响力开始由义务教育领域向高等教育领域渗透。相对于现行的高等教育公共拨款模式，教育券的意义在于它非常有助于构建以教育需求方为轴心的高等教育系统。然而，西方高等教育教育券体制的建立也受到了种种现实的阻力。

| Abstract: | As a non-traditional public funding mechanism in the western countries,compulsory education-rooted educational voucher is gradually moving up into the realm of higher education.Compared with the current modes,educational voucher makes fundamental contributions to the construction of a demand-driv en higher education system.Nevertheless,the installation of a voucher system in the western higher education has been obstructed by several prominent technical or practical uncertainties. |
