| 摘 要： | 在揭示高等教育质量影响产业结构升级传导机理的基础上,运用1999-2018年省级相关数据对影响结果进行实证检验,研究发现:在全国层面和东部地区,高等教育质量提升有效促进了产业结构升级;在中部地区这种影响并不显著,在西部地区则产生了抑制效果。其主要原因在于中西部地区,尤其是西部地区的人才流失严重,造成该地区未能有效获得高等教育质量提升给产业结构升级带来的"红利效应"。因此,我国高等教育质量提升的重点是提高中西部地区的人才蓄养能力。

| Abstract: | Based the transmission mechanism of higher education quality influencing the industrial structure,this paper uses provincial data from 1999 to 2018 to empirically test the impact results. It shows that in the whole country and the eastern region,the improvement of higher education quality has effectively promoted the upgrading of industrial structure;in the central region,the impact is not significant,while in the western region,it leads to a restraining effect. The main reason lies in the serious brain drain in the central and western regions,especially the latter one,which makes the region hasn’t effectively obtained the dividend effect brought by the improvement of the quality of higher education. Therefore,while improving the quality of higher education in China,enhancing the ability of cultivating talents in the central and western regions should be strengthened. |
