| 摘 要： | 社会资本是一种不同于物质资本、人力资本的无形资本形式，以社会参与网络为载体，以信任、合作、规范及文化认同为核心，是区域经济发展的软实力。社会资本有利于降低交易成本、促进企业间的信任与合作：有利于区域内产业集群的形成：有利于增强区域整体的创新能力。因此，政府在关注区域有形资本和人力资本的投入时．也要致力于社会资本的培育和建设。具体而言，地方政府应加强信用制度供给，培育创新、信用、合作、开放的区域文化，加强商会、行业协会等民间组织的作用。创建区域与外界交流的平台，加强区域对外沟通交流。

| Abstract: | Social capital is a kind of intangible capital in relation to physical capital and human capital, which is in the existence of trust and cooperation, norm, cultural identity and social network and the soft power of regional economic development. Social capital is conducive to reduce transaction costs, promote inter-enterprise cooperation and trust, accelerate the formation of industrial clusters, and strengthen the region＇s overall innovation capability. Therefore, government should commit to the cultivation and construction of social capital while paying attention to physical and human capital inputs. Specifically, the local government should strengthen the credit supply system, promote innovation, credit, cooperation and open economic culture, strengthen the role of civil society organizations such as the Chamber of Commerce, industry associations, and create the platform of regional exchanges so as to enhance the region＇s external exchanges. |
