| 摘 要： | 本文根据十六大提出的全面建设小康社会的奋斗目标,具体探讨了我国全面建设小康社会的教育目标和教育政策的主要内容,基于对北京市经济和教育发展状况与全国小康预期目标的比较,分析了我国教育改革和发展的重点和难点,提出了我国教育深化改革、健康发展的制度创新策略。
