| 摘 要： | 20世纪90年代后期以来，国际核军控进程呈逆转之势，核扩散问题成为国际社会最为关注的焦点。印度与巴基斯坦相继核爆，美国退出反导系统，朝鲜与伊朗核危机上演，以《不扩散核武器条约》为核心的国际核不扩散机制面临着崩溃的危险，核多米诺骨牌效应大有上演之势。全球核扩散危机严重威胁到世界的和平与稳定。而美国在核问题上的双重标准及先发制人战略是当前核扩散危机的最大根源所在。要解决核扩散危机，就必须切实保障无核国家的安全，在民用核能利用方面与无核国家进行充分合作，加强对国际核机制的制度建设。

| Abstract: | In the late 1990s,there is a kind of backspin direction in International Nuclear Control,and the nuclear proliferation has become the focus of international society.Nuclear detonation munitions have been taken one by one in India and Pakistan;America announced to exit the system of anti-missile;the crisis of North Korea and Iran is becoming worse and worse;the international non-proliferation system based on Nuclear Non-Proliferation Treaty is approaching the edge of breakdown.The crisis of the nuclear proliferation greatly threatens the world peace and stabilization.This essay pointed out that American's double-standard and preemptive strategies are the origins of the current crisis.Then the author put forward several countermeasures to solve the problem: to ensure the security of the non-nuclear countries,to cooperate with the non-nuclear countries in the civil nuclear use,and to strengthen the building of the regime of nuclear crisis. |
