中国近现代疫情防控教育的回顾与省思

摘    要:从1840年鸦片战争至今,我国疫情防控教育历时近200年,在普及疫情防控知识,提升民众疫情防控知识素养等方面进行了持续性的实践与探索,主要通过报刊、无线电台等媒体,传单、书籍等载体,演讲、展览、宣传游行、培训等活动进行,呈现出外发性、区域性、开放性和复杂性等基本特征。近200年的疫情防控教育历史积淀了颇多可资镜鉴的启示,譬如安全需求与心理需求是推动疫情防控教育的根本动力与内在引擎;坚持政府主导、民间参与、上下联动,疫情防控教育才能取得良好效果;吸收与借鉴国外有益经验是疫情防控教育取得成功的有效途径;科学的教育理念与顶层设计是疫情防控教育行之有效的重要因素等。回溯往昔的疫情防控教育史,也有不少应当引以为戒的教训,如疫情防控教育的目标和任务不明确,盲目照搬其他国家的经验,疫情防控教育未能统筹兼顾,缺乏对疫情防控教育的正确认识等。通过复原疫情防控教育的“真实”历史,解读前因后果并进行客观深入剖析,从而更好地认识、影响现实乃至未来的疫情防控教育。

Abstract:Since the Opium War in 1840,China’s epidemic prevention education has lasted nearly 200 years with continuous practice and exploration in propagating and improving epidemic prevention knowledge.It was mainly carried out through media such as newspaper and radio,carriers such as leaflets and books,speeches,exhibitions,publicity parades,and training activities.These education activities,open to public access,were often carried out regionally due to outbreak of epidemic and under complicated historical situa?tions.Inspirations from the past experiences are:security needs and psychological needs are the fundamental driving force and internal engine for the epidemic prevention education;only by adhering to government’s leadership,popular participation among the people and coordination at different levels can the epidemic pre?vention education achieve good results;learning from foreign experiences is an effective way to succeed;scien?tific education concepts and top?level design are important factors for effective education.There are also many lessons that we should take as warnings,such as unclear education goals and tasks;blindly copying the experience of other countries;failing to make overall plans for it;and lacking correct understanding of the epi?demic prevention education.
