| 摘 要： | 中国农村的贫困问题既是经济问题,也是社会问题。1986年至今,中国政府开展大规模扶贫运动虽取得初步成效但形势依旧严峻。进入21世纪要切实转变扶贫思路才有希望在较短时期内取得扶贫工作的阶段性成果。
