| 摘 要： | 地方自主性是以地方政府为代表的利益主体自主参与市场竞争和资源配置，自我设计、自我管理、自我发展的权利(权力)能力及其活动。在国家转型期，地方自主性的意义，主要在于通过制度创新、权益博弈与路径选择，促进区域经济社会的可持续发展。

A Brief Discussion on Local Initiative |

| Abstract: | The local initiative represented by the local government is the benefit body, which autonomously participates in the market competition and resource allocation and other activities, possessing the rights (or power) in design, creativity and development by itself. In the course of national transition, the significance of the local initiative lies in promoting the sustainable development of regional e-conomy by means of system innovation,balance between power and benefit, and road selection. |
