| 摘 要： | 我国目前正处在突发公共危机事件的高发时期，而且在未来很长一段时间内。都将面临突发公共危机事件所带来的严峻考验。面对突发公共事件灾害的突发性和破坏性，高校应关注的是要抓好危机预警管理基础准备工作，加强预警管理权的法律配置，明确权力分配的重要性和整体权力及过程权力的合理配置，在坚持危机预警运行原则的基础上，加强监督和管理，提高预警的实际操作能力，将损失减少到最低点。

| Abstract: | At present, our country is in the period of high occurrence frequency of public crisis. Our country will face the severe test during a long time of future. Facing the abrupt and destructive public emergencies, the colleges and universities should pay attention to the preparatory work of warning management, strengthen the legal disposition of warning management right, clear the importance of the power allocation and the reasonable disposition between the overall power and the process power, strengthen the supervision and management based on insisting the operational principle of crisis warning, in order to enhance the practical operation ability and reduce the loss to the minimum. |
