| 摘 要： | 针对目前我国民间投资启而不动或不能有效跟进的现象，剖析政策、体制、融资等诸多障碍的影响，提出要调整市场准人限制，拓宽融资渠道，建立健全相关法律法规，加强政府服务功能，规范民间资本管理，完善社会保障制度，以利于激发民间资本的活力，使之在投资领域发挥更主要的作用，成为扩大投资需求、推动我国经济增长的主力军。

| Abstract: | For the phenomenon that our country's non-governmental investment is still not started or can not follow up at present, this paper analyses the influences in such a great deal of obstacles as the policy, system, financing, etc., and proposes adjusting restriction of the market access, widening the financing channel, setting up and amplifying relevant laws and regulations, strengthening government's service function, standardizing the management of folk capital, and perfecting the social security system, which will be beneficial to excite the vigor of the folk capital, making it play a more important role in the field of investment so that it will become the mainstay in expanding the investment demand and promoting the economic growth of our country. |
