| 摘 要： | 失地农民问题是当前社会关注的一个热点问题，它直接关系到我国经济发展、社会稳定以及全面建设小康社会的大局。近年来各地在失地农民安置方式上进行了很多有益的探索，积累了一些经验，但由于农村的社会保障体系不完善，无法从根本上解决失地农民的生活保障和根本出路问题。为此，需要从体制、机制等方面着手，探索建立与社会主义市场经济相适应的失地农民保障体系，切实有效地解决失地农民“种地无田，就业无岗、社保无份、创业无钱”的问题，确保城乡统筹发展和社会稳定。

| Abstract: | Land-lost peasant's issue is a hot social issue,which is directly related to China's economic development,social stability and comprehensive relationship to the overall situation of building a well-off society.In recent years through some exploration of the resettlement of land-lost peasants,some experience has been gained.However,as the rural social security system is imperfect,the land-lost peasant's life ensures and the fundamental way of life have not been solved.So,starting from the systems and the mechanism,land-lost peasants security system should be set up to solve the land-lost peasants' problems such as"no plowing fields,no working position,no social security,and no money for business ",and to ensure the well-coordinated urban and rural development and social stability. |
