| 摘 要： | 在知识社会的背景下,传统政治正在被现代政智所取代。与此相对应的是,传统的实体智库日益无法满足现代政智时代对知识的需求。因此,如何改造传统智库就成为一个重要命题。论文正是基于这一问题,系统地梳理了传统智库的发展及演进逻辑,指出了其功能局限。在此基础上,通过引入互联网新技术,提出了电子智库这一概念,并从基础数据和知识运用两个层面上建构了电子智库的基本模型,最后从电子智库现实运行的角度进行了制度与机制层面的初步建构。

| Abstract: | In the background of knowledge society,the traditional politics is being replaced by the modern political wisdom.Accordingly,the traditional entity think-tank cannot adapt to the modern political wisdom era.Therefore,how to reform the traditional think-tank becomes an important proposition.Based on this problem,the paper systemally analyzes the evolution of traditional think-tank,and points out its function limitations.On this basis,the paper puts forward the concept of electronic think-tank and constructs the basic model.Finally,the paper constructs the system and mechanism from the perspective of practical operation. |
