| 摘 要： | 土地资源是不可再生的稀缺资源，在市场经济条件下它是一种特殊的“商品”，不论是国家所有还是集体所有都不能被任意、无偿地占有、使用。在西部大开发中，必须始终贯彻“十分珍惜，合理利用土地和切实保护耕地的基本国策，坚持依法管理，合理配置。
