| 摘 要： | 排污权交易兼有环境质量保障和成本效率的特点,成为总量控制目标下最具潜力的环境政策。本文基于对国外排污权交易实践的考察,说明了交易成本是影响排污权交易成功实施的重要因素。通过在排污权交易理论模型中引入交易成本变量,从理论上证明了交易成本的存在对市场表现的影响。并从交易成本角度分析了排污权交易体系设计中的若干要素。

| Abstract: | Because of its cost -effectiveness a nd environmental quality assurance,emission trading is the most prospecting idea under the total -am ount -control target.Based on the re view of the practices of emission tra ding(ET)in western countries,this article s howed that transaction cost is a crucial factor in the implementation of ET,demonstrated the effects of transac tion cost on the performance of tradable -permit markets by introducing i t into the basic model,and discussed the issues in policy design for tradable -perm it system from the point of transacti on cost. |
