| 摘 要： | 看病贵是社会反映最强烈的问题之一,医院药价虚高是其中最大的难点。我国政府一直通过不同治理措施控制药品价格,但政策效果并不明显。本文根据药品价格管制背景、政府治理药价的动因、医院药价虚高的成因和现行药价治理的效果分析,从我国当前医疗体制和医疗保障体系的特点出发,提出改进药价治理模式的政策建议。

| Abstract: | High cost of getting medical treatment is one of the most strongly reflected problems by the society,and the problem of "baseless high price of drugs" is the most difficult point.The effects of drug price regulation policy are not as good as expected,although the China’s government has adopted different policies to control pharmaceutical prices.This paper analyzes the motive of drug price regulation in China and its failure reasons.Unlike other literature,it demonstrates that it is the interaction of a series of complicated factors,including the nature of medicine asymmetric information,profit-oriented public hospitals,physicians’ moral hazard and the fragmented regulation system,etc.,rather than the combination of prescribing and dispensing that make the control on drug prices unsuccessful.Authors think that transforming the current regulation patterns should be a more realistic approach to controlling drug prices effectively. |
