摘    要:虽然我国作出了自主创新政策与提供政府采购优惠不挂钩的承诺,并不表示不能继续利用政府采购支持自主创新,我们可以学习美国、加拿大等发达国家的经验,深入研究GPA规则,加强经济、科技等部门的沟通协调,在GPA允许的范围内,制定相关的政策和法规来支持自主创新,保护本国政府采购市场.

Abstract:Although China has made a promise that self-directed innovation policy has no related to the government procurement preferential,it doesn’t mean that we can’t continue to support self-directed innovation by using government procurement.We can learn from developed countries,like United States and Canada,further study GPA rules,strengthen the communication and coordination between the departments of economy,science and technology,to formulate relevant policies and regulations to support self-directed innovation and to protect China’s purchasing market under the permitting of GPA.
