| 摘 要： | 经济发展方式的转变以及知识经济时代科技创新的特点决定了我国原有的科技创新宏观管理体制及其运行机制已经不能适应新时代的要求,需要在新的科技创新理论以及新的公共管理理论的指导下进行重构。推进科技创新的公共治理,要准确把握政府和市场之外的第三方力量,并充分发挥非正式关系的作用。政府应该积极推动自身职能的转变,为第三方力量的发展腾出空间;第三方力量应勇于探索,积极回应科技创新宏观管理体制的转型,不断完善组织体系,加强能力建设,提高服务科技创新的能力。

| Abstract: | The traditional macro-management system of scientific and technical innovation needs to be re-constructed under the guide of new theory of scientific and technical innovation and the new theory on public management due to the transition of the mode of China’s economic development,and the new characteristics of scientific and technical innovation in the era of knowledge-based economy.It is important to take advantage of the third power and informal relationship when pushing forward the public governance of scientific and technical innovation.On one hand,the government should make room for the third power through transformation of government’s functions.On the other hand,the third power should grasp the opportunity of the transition of macro-management system of scientific and technical innovation,and try its best to enhance its capacity of public service in innovation. |
