| 摘 要： | 道德自律和他律有着不同特点与功能。在我国当前官德建设中，我们既要重视以道德良心为基础的道德自律，又要不断加强道德规范的制度化，强化道德监督，有效约束政府官员的行为。唯此，才能为全面建设小康社会奠定良好的领导基础。

| Abstract: | Self-discipline and external restraint have different characteristics and functions. In the present official virtue construction of our country, we would pay attention to self-discipline with moral conscience, strengthen the institutionalization of moral normalization, strengthen moral supervisionr, restrain the behavior of government officials efficiently.Therefore,it establishes good leading foundation to build the society of comfortable standard of living all-sidedly. |
