| 摘 要： | 美国是世界上典型的法制化国家之一。法律已经成为其社会运转良好的基石。研究发现，在美国经济发展的不同阶段，就会有不同的教育立法出现。同时，对于美国这样一个地方分权制的国家来说，教育立法的权力是归联邦政府还是地方各州，联邦政府颁布的有关教育方面的立法和各州所制定的教育立法又有何不同，都是值得研究的地方。

| Abstract: | U.S.A is one of the typical legal countries in the world.The law has already become the foundation stone,which makes the society run well.The research reveals,while the American society is developing,the relevant education laws will come into being.Meanwhile,in U.S.A,the decentralized country,the power of educational legislation is owned by the federal government,or the states? And,what is the difference between the federal educational legislation and the states'? They are all meaningful issues. |
