| 摘 要： | 清末出现了国会请愿高潮。学界对1909年10月至1910年10月的三次国会请愿热潮较为关注．而对1908年的国会请愿运动和1910年末奉天、直隶两省的国会请愿重视不够。本重在探讨这两次请愿活动，并揭示其与国人参政意识觉醒的内在联系。

| Abstract: | During the last years of Qing Dynasty, there occured the climax of parliament petition, much attention has been paid to the three petitions happened from the October of 1909 to the October of 1910 in the academic circles, while the petition in 1908 and the one in Fengtian and Zhili provinces in the late 1910 did not get enough attention. This paper tries to explore the two petitions and brings to light its inner relation with the awakening of compatriots' awareness of participating in government and political affairs. |
