| 摘 要： | 《十七大报告》指出：“培养自主创新能力，建设创新型国家。这是国家发展的核心，是提高综合国力的关键。”在《国家中长期科学和技术发展规划纲要》中也提出：“我国虽然是一个经济大国，但还不是一个经济强国，一个根本原因在于创新能力薄弱。”培养技术创新人才是个新问题，因此，试就如何开展技术创新和如何培养技术创新人才方面问题作一些探讨。
