| 摘 要： | 本文探讨了决策的概念，分析了决策概念的要点。从决策的目的与决策行为的关系出发，讨论了决策内容、决策内容的含义、决策内容的分类及决策内容体系，进而分析了决策各项内容的特征与相互制约关系，提出了决策行为必须遵守的决策内容完备性原则。

| Abstract: | This paper deals with the concept and main points of policy decision. From the relationship of purpose and behavior of policy decision, the policy decision content, meaning, classification and system wrer discussed. The relationship of characteristics and condition each other of making decision for different situation was analysed. The perfect principle of policy decision content that must be observed for behavior of policy decision was put forward. |
