| 摘 要： | 《国家中长期教育改革和发展规划纲要（2010-2020年）》为西北贫困农村地区学前教育的发展带来了契机，然而该地区在普及学前一年教育的进程中，面临诸多的困难，比如经济贫困、学前教育资源有限、地方政府轻视、教师队伍素质偏低等。为了加快普及进程，政府应为西北贫困农村地区设置学前教育专项发展基金，合理布局发展规划；出台相关的政策措施，加强对民办幼儿园的管理和指导；提高该地区幼儿教师的地位、待遇，加大教师教育力度。
