| 摘 要： | 政策评估既是政策循环过程的一个重要部分,又是新旧政策过程进行转换衔接的重要环节。基于我国国情,公共政策评估不仅仅是一种技术性问题,还是我国社会主义政治改革的重要方面。通过观察公共政策评估在我国的发展历史和现状,总结出我国政策评估的传统特征和新兴特征,进而提出独立多元评估模式。

| Abstract: | The public policy evaluation is not only the important part of policy cycles but also the crucial link of the policy transformation from old to new.Based on the conditions of China,the public policy evaluation is not only a technical issue but also a significant aspect of China＇s socialist political reform.The traditional and emerging characteristics of China＇s public policy evaluation will be summarized in this paper by observing its history and current situation,and then an independent and multivariate evaluation model will be provided. |
