| 摘 要： | 公共政策之所以能成为公共的政策是因为它反映着多数人的价值观,也就是因为公共政策目标的公共性。但是在现实社会中,从公共政策目标实施的过程中看,很多时候是不能体现公共性的,没有考虑到民众的利益,出现公共政策目标"被侵蚀"现象。这就违背了公共政策制定的原意,许多公共政策就不能达到预期效果,因此,可以从公共政策目标"被侵蚀"现象的表现和出现的原因两大方面分析,来探索规避"被侵蚀"的思路,从而实现公共政策的有效执行。

| Abstract: | Public policy can become public policies because it reflects most of the people~ values, that is because of the publicity of public policy objectives. But in the real society, seeing from in the implement process of public policy objectives, most often is cant reflect the public, without considering of the interests of the people, and arising the appearance of public policy objectives by erosion.
