| 摘 要： | 在仔细分析黔中水利枢纽工程项目涉及区域内的地理生态环境、自然资源聚集优势、交通、运输、通信条件、电力和工农业等基础设施状况以及工业布局情况和城镇化水平等等的基础上，提出应充分利用水、电、交通功能和调水工程所提供的一切条件，科学制定其区域经济发展战略规划和实现其战略规划的具体战术措施：科学优化工业布局，调整产业结构，深化企业内部改革，整合现有工矿企业。建设生态友好型和环境友好型的循环型经济和低碳经济，走新型工业化之路；推进喷灌节水的农业产业化建设，加强田土改造和石漠化治理，保护环境，建设生态文明；推进农村城镇化和社会主义新农村建设。
