| 摘 要： | 评估制度对国家科技计划项目的实施效果具有重要影响.本文应用制度经济学的制度供求分析框架,建立了国家科技计划项目评估制度的分析模型.应用该模型分析国家科技计划项目评估制度的制度需求与制度供给,认为阻碍制度变迁的主要因素是实施新制度安排的设计成本、预期成本和现有制度安排的自我强化,从而提出相应的政策建议.
