| 摘 要： | 中国的生物质能发电产业刚刚起步,发电定价政策成为制约生物质能发电产业持续发展最重要的瓶颈,因此对生物质能发电定价机制和模式改革就成为生物质能发电产业持续快速发展和国家生物质能产业战略目标实现的必然要求.基于对生物质能发电产业特性及竞争态势的分析,本文探讨了生物质能发电定价所必须遵循的原则,在对中国现行生物质能发电定价机制进行解读的基础上,根据脱硫燃煤机组上网标杆价格和电价补贴的变动情况构建了生物质能发电定价机制二维模型,并基于该模型,为中国生物质能发电定价提供了联动电价补贴模式、浮动电价补贴模式、按比例补贴定价模式、平均成本定价模式、激励性规制定价模式等多种可供选择的定价模式,并探讨了各种的模式优劣及其适用性.
