摘    要:油轮静电问题直接关系到整个油轮的安全。目前,为了防止油轮静电事故的发生,采取了一些防护措施,但基本上没有采用主动的监测系统。这就使油轮在防止静电过程中处于被动盲目的状态。油轮静电产生的机理是十分复杂的,它受多种因素的影响,因此,要准确地对其进行测量是十分困难的。然而,正是这些内部及外部的不确定因素,使得模糊逻辑有可能应用于油轮静电监测之中。本文提出了一种“模糊逻辑监测系统”。该系统是具有学习功能的神经网络和模糊逻辑的有机结合,它能够确定某时刻油轮静电的状态,

Abstract:The problem of static electricity concerns the safety of an oil carrier,Nevertheless,no active monitor-systems have been adopted at present,only some protective measures are taken. So the prevention of electrostatic accidents is in a state of blindness.The electrostatic mechanism is very complicated and influenced by many factors,and it is almost impossible to measure it precisely.Therefore,this paper proposed a monitor system based on fuzzy logic and neural network.The system is a combination of neural network and fuzzy logic. It can tell the electrostatic state of an oil carrier at any time.
