| Abstract: | The paper analyzed the unfavorable effects of two legal systems for Shenzhen, and the necessity of expanding the scope of legislation in Shenzhen. It is pointed out that after the preferential tax policies was abolished in Shenzhen, it is of great significance to make system innovation through legislative power to facilitate the development of Shenzhen. |
