| 摘 要： | 文化权利是人权的重要组成部分。国际社会先后通过了一系列文件在世界范围促进文化权利的保护与实现,但总的来说并不顺利。这既有认识上的原因,也有政策上的原因,更有可行性的原因。人文发展理论与战略,从观念与实践两个层面为文化权利的保护与实现提供支持,是保护与实现文化权利的一条可行路径。

| Abstract: | The cultural right is an important constituent of human rights.The international community has successively pas- sed a series of documents designed to promote the protection and realization of man's culture right in the world scope,but,gen- erally speaking,it has not been smooth sailing.The reasons may lie in people's understanding,in the relevant polices,and a- bove all in their feasibility.The human development theory and its strategy provide support for the protection and realization of man's cultural right in terms of both concept and practice.Therefore,they constitute a feasible approach to the protection and fulfillment of people's cultural right. |
