| Abstract: | From High Technology itself, we think the technology chance and the market chance is the basic character of hi-tech industry. By the request of technology change, the existing institution may change accordingly. The path-dependent market can not change so quickly to fit the request of productivity improving, government should instead burden the cost of market development, and promote the development of hi-tech industry. on the other hand, the existing institution and the change pattern affect the development of hi-tech industry. |
