| 摘 要： | 元评估是提高高等教育评估实效性的有力保障。当前我国亟待建立高等教育元评估机构，实现政府职能转型，并规范高教评估中介机构。借鉴美国元评估机构的发展经验，根据我国的实际情况，在构建高等教育元评估机构时应充分考虑到政府职能转型的渐进性、高等教育评估中介机构的独立性以及高校参评的主动性。
