摘    要:教育委托管理一方面是为了促进政府职能转型,从教育管理向公共治理的转变,由全能型政府向服务型政府的转变,形成政府宏观管理,学校自主办学,中介优质服务的新格局;另一方面是为了促进基础教育的均衡发展,扩大优质教育资源,缩小城乡差距.其优点是改善政府治理结构,整合优质资源,加强学校内涵建设,促进教育均衡.主要问题体现为行为主体...

Abstract:New approach of delegated admini stration improves the government function shift from omnipotent government to limited government,from administration to governm ent,shaping new pattern as government macro management,school autonomy development,and NGO good service.At the same time,this policy aims to keep the balance of basic educati on and extend quality resources and close the education gap.Key advantages of this policy are to improve government frame,integrate quality resources,develop school connotation and im prove education balance.There are such problems as shared value,school culture rebuilding,NGO autonomic development and their profession.The implications for this policy are to build mechanism of communication and interaction,regulate the admission mechanism,reinforce work transparency and information open,and create data base to make decision.
