| 摘 要： | 21世纪以来，面对知识经济的发展和全球竞争，加拿大开始实施教育强国战略，将高等教育作为实施科技创新与增强国际竞争力的主要动力。但是，土著群体作为加拿大社会的重要组成部分，由于历史的、文化的、地理的以及其他一些原因，参与高等教育的比例一直较低，这不仅阻碍了土著社区的发展，也不利于加拿大经济的进步和教育公平的发展。因此，提高土著居民参与高等教育的比例，增加对他们的经济资助，成为近年来加拿大高等教育的重要议题。
