| Abstract: | It is the period of rapid development of the higher education of China. In this period,it is a important problem how to handle the problem of the relationship between the quality and quantity of the higher education,it relates whether healthy development of the Chinese higher education,and how to speed up the popular process of the Chinese higher education. So we think,on the one hand development of the higher education relies on the state ,on the other hand it needs to use sufficiently strength of the masses of the people,the purpose is development of the higher education which run by the local people. |
