| 摘 要： | 农村城市化滞后的根本原因是经济体制的束缚和现有政策的限制。构建社会主义和谐社会的理论对实现农村城市化具有指导作用，实现农村经济、人口、社会城市化是构建社会主义和谐社会的基础，是根本币目标。推进农村城市化，应坚持“以人为本”的原则，坚持农村城市化适度发展、以市场化为取向、以产业的发展和集聚为依托．在制度创新过程中推进农村城市化。

| Abstract: | The basic reason of rural urbanization＇s slow development is the restraint and restrictions by the current economic system and policies. The theory of constructing harmonious socialist society is a guidance for realizing rural urbanization and the rural urbanization in economy, population, society is the basis and goal. In the process of rural urbanization, we should adhere to the principles of ＂people first＂, appropriate rural and urban city development, market as the orientation and industry＇s development and gathering as the basis, and then step on the process of rural urbanization by system innovation. |
