| Abstract: | During the Twelfth Five Year Plan, The central and local government has promulgated some policy documents to support strategic emerging industries. With the rapid development of strategic emerging industries, there is a phenomenon of some policies fragmentation, such as policies contradiction, policies overlap, policies system incomplete. Based on the research of fragmentation in Communication Studies, this article analyzed the fragmentation phenomenon of strategic emerging industrial policy, and explained it by examples of specific industries. Then this article pointed out the reasons of policy fragmentation, at last, putted forward the suggestion of policy fragmentation. |
