摘    要:目前我国科技创新服务平台绩效评价存在战略目标和绩效管理错位,评价方法和评价体系不完善等问题,平衡计分卡(BSC)作为一种新型的绩效管理工具,能够从多维度、多层次对目标进行综合评价。本文在结合BSC的基本原理和科技创新服务平台性质的基础上,分析了将平衡计分卡引入科技创新服务平台绩效评价的可行性,搭建了BSC-AHP评价基本模型,并基于BSC原理从四个维度建立了三级指标评价框架,同时结合层次分析法(AHP)设置了各个评价指标的权重,针对性的提出了一套科技创新服务平台的评价指标体系,并以此对江西省科技创新服务平台2014-2017年平台运行数据进行了实证分析并得出了绩效考核结果。实践表明,融合BSC和AHP对科技创新服务平台绩效评价具有很强的适用性和可操作性。

Research on Performance Evaluation of Science and Technology Innovation Service Platform Based on Balanced Scorecard
Abstract:At present, there are some problems in the performance evaluation of S&T innovation service platform in China, such as the dislocation of strategic objectives and performance management, the imperfection of evaluation methods and evaluation system. As a new performance management tool, BSC can comprehensively evaluate the objectives from multiple dimensions and levels. Based on the basic principle of BSC and the nature of science and technology innovation service platform, this paper analyses the feasibility of introducing BSC into the performance evaluation of science and technology innovation service platform, establishes the BSC-AHP evaluation model, and establishes a three-level index evaluation framework from four dimensions based on BSC principle. At the same time, it sets up the weight of each evaluation index combined with the Analytic Hierarchy Process (AHP). In this paper, a set of evaluation index system for the service platform of scientific and technological innovation is put forward, and the operation data of the platform in Jiangxi Province from 2014 to 2017 are empirically analyzed and the results of performance appraisal are obtained. Practice shows that the integration of BSC and AHP has strong applicability and operability for performance evaluation of S&T innovation service platform.
