| 摘 要： | “十三五”时期,要有效应对发展面临的环境和资源等刚性约束,必须探索从源头上控制和减少可能对生态环境造成损害的发明创造。构建应对环境恶化的我国知识产权外部性评价指标体系,包括知识产权环境外部性、资源外部性、社会外部性和代际外部性4个一级指标和16个二级指标,运用层次分析法确定各个评价指标的权重,引入独立的第三方评价机构,根据不同知识产权外部性的评分定级,建立知识产权黑名单制度,最后得出本文的主要结论和提出相应的对策建议。

Research evaluation index system of intellectual property rights externality dealing with environmental deterioration in China |

| Abstract: | To cope with the rigid constraints effectively, such as the environment and energy resources,we must discover the control source and reduce the possible damage to the ecological environment of the invention in period. To build the environmental changes external evaluation index system of intellectual property rights in China, including environmental externalities, intellectual property resources externality, social externalities and intergenerational externalities, totally 4 first-level indicators and 16 second-level indicators, introduction the independent third party evaluation institutions,and use the analytic hierarchy process to determine the weight of each evaluation index, according to the different grading grading externality of intellectual property rights, build the intellectual property rights blacklist system, finally give the suggestions to different external development of the different levels of the intellectual property rights. |
