| 摘 要： | 西安建设国家硬科技之都,不仅具有优势的科技智力资源和发达的科技园区支撑,而且发展硬科技产业的政策环境良好。西安要紧紧抓住我国创新驱动的机遇,以制定硬科技产业发展规划为引导,科学确定市内硬科技产业发展的重点,以提高硬科技产业自主创新能力硬功夫为重点,正确选择西安硬科技产业自主创新的技术路线图,以体制机制创新为保障,提高硬科技成果的本地转化率,以科技园区和西咸新区为依托,加快建设硬科技小镇和硬科技产业集群。
